Can Bruises Be Permanent?

Hi I have a 9 month old who is learning how to walk. A month ago she fell on one of her toys that left a bruise, it has lightened, but it is still there !! It does not hurt when I touch it .. Can this bruise be permanent? She is fairly light skin may tht be the reason ? Please help!!
