Can Degenerative Disc Disease Cause All The Pain?

Had c5-c6 fusion in Feb., 2011. The Muscles in my upper back are in constant spasm along with neck muscles, scapula pain, arm pain and tingling/pain in my hands. The only relief is from deep tissue massage lasting up to 28 hours.
Thoracic spine is locked. It has been 16 months since my injury. I had in excess of 400 pounds fall back at me and I pushed it away.
Chiropractor and Physical therapy have tried to unlock the joints in my T spine with little success.

Unable to get a referal to pain clinic for injections to possibly help with the joints being stuck.
Have had xrays only on thoracic spine and C spine MRI is 16 months old. C spine MRI shows degenerative disc disease.
What next. Please give me some ideas. This has kept me from working for 16 months. My pain at times is at a 10/10.
If the thoracic joints arent moving, can this cause my pain symptoms?
Can all of this be caused by the degenerative discs in my neck?
On Lyrica, Tramadol, Oxycodone and baclofen.
