Can Extremely Itchy Rashes Be Scabies?

Hi i am currently suffering from an extremely itchy rash that has been occuring for about a month now. The rash looks like small red bumps and are located on my arms, thighs, stomach, butt, and legs more specific areas would be my elbows and backs of my knees. Ive been to the doctor three times now and was prescribed topical steroid cremes at first which didnt really help, then i was prescribed premetherin 5% for scabies which i used at one time and did not help and then i was presribed steroid tablets which i had to take for 6 days this really helped and i thought the rash was finally gone but after i was out of the steroids the rash has come back. What could this be? What does it most likely sound like? I fear its scabies im really
