Can Steroids Be Given For Possible Scabies?

My daughter has seen a dermatologist for possible scabies and he said it was not scabies. That was two months ago and two visits later and she is suffering from itching. They are tiny bumps, some not even pink, but they are on her torso, hands arms and legs. She has been on Rx creams and steroids that help the itch but it always comes back. Now her boyfriend has the same itching and bumps. There is no rash anywhere on either of them. Help.
