Could Desoximetasone 0.25% Cream Fix The Swelling And Itching Around Penis?

Hi, I was wondering. I seem to have some strange swellings around the foreskin of my penis, it itches and at one point I thought it was a yeast .infection There are no white spots or any other signs that are out of the norm. It's just slightly swollen and itchy. Would desoximetasone .25% cream fix this?
