Could Hormones Be The Cause Of Itching And Tickling Sensation In Clitoris?

9 year old daughter complains of itching in her clitoris area. Occurs mostly at nighttime. There's no trauma, no s/sx of an obvious infection. No scarring or thinning of the area. No concerns of sexual abuse and no urinary symptoms. Does not seem to be painful but the "tickling" makes it difficult to fall asleep sometimes. Her pediatrician mentioned hormones? Any opinion on this and suggestions to minimize the "tickling?
