Could Radiation Done For Breast Cancer Result On Blotches On Back?

I have a blotchy upper back for sometime. I had radiation 15 years ago for breast cancer. Today it feels somewhat burnt. Usually it doesn't bother me. It's like a U pattern and some is on my neck also. I live in FL and really don't go out too much anymore because of the heat. I went to the beach for hours when I moved here 25 years ago - I tan black, but now I don't even tan. Whatever YYYY@YYYY
