Having Noticed No Signs Of Puberty Even At The Age Of 24

hi sir/madam good evening, my sister is 24 years old but still i she did not attend the puberty, the whole abdomen scan report was saying primary amenorrhoe on evaluation and impression were non visualized uterus,both ovaries and right kidney, compensatorily enlarged left kidney with parenchymal echoes,
can you please explain me about this, and please guide me for the medical treatment recovery,
