How Can I Get Back My Normal Skin Of Elbows And Knees From White?

I have raised white bumps on my knees and elbows, along with a few scattered. After 4 months, they are starting to not be raised, but they are leaving white dots of skin. There is NO itching, no irritation, I can pick at them, but they come back. I tried washing them with acne wash and other soaps, putting lotion on regularly, etc. What are they and is there a way to make my skin normal colored again (not white?)?
