How Can Micropenis Be Treated In A 13 Year Old Child?

My 13 yr old son was diagnosed with micropenis, but dr, does not want to treat with testosterone yet. He wants to see if it will grow with time. If we wait and there is no growth, will testosterone treatment still help after puberty has begun? I have read that this treatment is most effective before puberty, but dr says he shows small signs that puberty has just started.
