How To Cure Bad Rashes With Hives On Face & Neck?

I have had asthma and excema my whole life. Both have cleared significantly through the years..I am 30. But starting 7 years ago I started getting a bad rash with hives on my face and neck. I thought it was the excema but one doc said yes it was, another said no, another said we dont know what it is. If I let it run its course it will swell so bad I cant open my eyes. Steroids are the only thing that helps temporarily. About 3 days after stopping steroids the rash comes back. Per Allergy testing (Ige Levels, 7,000) I'm allergic to everything, but I have always been and this rash is new. I take 3 different allergy pills 2x a day, even zantac. I refuse to take more steroids and I have a wedding in a few weeks. All I wanted for my wedding was to be able to look back at our pics and not see a horrible monster face. I need help.
