How To Treat A Lump On The Penis?

since i was 13 or 14 i have had a bump that comes up from time to time at the base of my penis in a hair folicle, in the same spot. when i was younger it looked like a blood blister and could be popped. as i have aged it has become more fleshy and in order to remove has to be scraped off. any idea what this is. i am sexually active but have recently been checked for std's. i was not active when i first noticed this in my early teens. It is painless and not really noticeable, but i would like it to go away for good
