How To Treat Pain In The Penis?

my 15 yr. old son just today told me that he thinks he had a messed up forskin removal procedure at birth ,because he of the following problems.
I cannot comment on anying vissual for i have not see his penis hes very shy about this problem
1. he is always feeling a painful tugging on his penis ,wether he standing ,or lying on his side or back
2. its very painfull to have an erection and i'm not sure if he can fully extend?
3. his pubic hairs remain half way up his penis all the time even when erected
