How To Treat Sagging Penis Skin?

I had undergone circumcision about 11 years back. After that there has was a lot of sagging skin left at the bottom of the penis-head. I underwent a cosmetic surgery, a few months back, to get the sagging skin completely removed. But the doctor could not give me the desired outcome. As a result I still have a lot of sagging skin when my penis is flaccid. Moreover my circumcision is very loose. I would like to change it to the High and Tight style.
