Is It Safe To Apply Fluticasone All Over The Face Or Just The Affected Areas?

hi, i recently had red dryness skin near my eyes, it used to be sollen and itchy at times.. scalp and whole face at times used to feel itchy. i visited doc. he prescribed Fluticasone cream bp(Flutivate), Doctor had stated i can apply it normally on my face, so i am applying it all over my face, Could you please let me know if it is safe to apply only on affected area(near my eyes) or is it ok if i apply all over my face.

I just read that usage of this cream may also led to unusal weightgain on face.. I am scared????
