Is It To Be Concern About The Hole In The Penis Shaft?

Hello im a 23 year old male. i have what look like two small holes on the underside of my shaft close to head. It looks as though i used to have a piercing there as the two holes look like they are connected. ive had this since birth.. occasionally there is a white substance which comes out of these when i squeeze them. Just wondering if that is a birth defect or something more serious?
