Is There A Permanent Skin Lightening Solution Without Surgery?

I wanted to ask is there a permanent skin lightening solution without surgery. I am an Indian female in the Indian Television industry but see the racism here being a brown race ourselves they want only fair skinned ones for good roles although I am talented and formally trained. I wanted to know how the actress who started with dark skin have become fair without even make up .Is there a botox treatment for fairness without any side effects. Please suggest. I am not very dark but dark wheatish and wish to be fair.
