Should A Lump On The Penis Be Removed?

I have a hard lump in the middle of the penis, seems on/in/by the urethra, not too sure, and it's about a centimeter from the head of the penis. It's about half the size of a pea. Had some but very minimal trouble urinating, feels like a slight blockage. No current pain unless I squeeze it. I noticed it 3 nights ago and it has remained there and not changed size. What could it be and what should I do?
