Suggest Remedy For Itchy Genitals In Children

My daughter is 11. I took her to her to her doctors office after she complained of itching in her privates. The doctor tod me she has excess skin on her labia minora. She said it may require surgery later in life. For now, she said have her take baths with baking soda. Should I take her to a specialist? Is is possible it is just swollen from irritation?
