Suggest Remedy For Itchy Penis

Hi I'm 18/Male, 135lb, 5'8 with no diseases or any of that sort. My penis has been itching for the last year. During the day time it never itches, but whenever I sleep or don't shower for a day, my penis begins to itch. I scratch it at night when I'm asleep. I'm currently prescribed Hydrocortisone 2.5% but that's not really working. How long should i be using this for? Other than an itch, nothings wrong? But it's been over a year!?
