Suggest Remedy For Itchy Skin Around The Eyes

this past spring i experienced dry itchy skin around my eyes and now theyre bright red all around, they still itch on occasion. Then in the fall i started getting really bad dandruff which i took care of with head and shoulders. now the side of my neck has a large mark on it. the back of my neck is what generally itches but im not sure what the mark on the side of my neck is from. Ive tried lotion and anti itch cream but no luck. whats going on?
