Suggest Remedy For Itchy, White Dandruff Like Cells On Scalp

i have some kind of skin allergy on my head, their is some wight cells, like dandruff and in effected area feeling like
ECZEMA (itchy) and when i itch their is come out red skin or may be blood. this problem is form 3-4 years i concerned with so many doctors, and they replied it has no and cure i just can use some lotion but they can't cure it 100%. they prescribed me Topisal 3% Lotion, and siclo 3% lotion when i use it yes, its useful, can cure but after some time that again come in another part of head skin. so it means it can't cure 100%.and second thing is with use of that lotion that infected area hair become whit due to lotion
so can any one help me, what i can do now, it can cure or not it?
