Suggest Remedy For Tight Foreskin

My penis foreskin not pulling back...itching & there is a red color scar inside. Foreskin accumulates at the top of the penis and showing lot of wrinkles. There is itching in testes also. I washed the penis with antiseptic dilute solution & applied neomycin and other creams but no improvement is there.
