Suggest Treatment For Itchy, Scaly, Dry Patch On Center Of Neck

I have a dry patch on the center of my neck from the bottom of my chin to the base of my neck. It is itchy and scaly looking. I seem to get it every year around winterish time and sometimes i get it on the inside of my arms. what is this and how can i treat it? I dont have health insurance...they use to give me some kind of cream but like I said...no health insurance. Ive tried moisturizers on it but it doesn't work. what can I do ?
