Suggest Treatment For Itchy Spots

I have itchy spots on my inner thighs near my testicles and they dry out and become really irratated. When I scratch it, it flakes off and becomes red and sometimes bleeds. Symptoms have lasted more than 5 years and I'm overweight. I have tried athlete's foot sprays without success.
