Suggest Treatment For Pain In Foreskin And Frenulum Area

Dear, My frenulum hurts when I pull back my foreskin and all of a sudden the top of the skin hurts as i try to pull it back (this is during an erection) hurts when water touches it and makes it hard to clean thus building up dirty on it because of the slight pain on the skin and frenulum. Any help about this?
