Suggest Treatment For Red Spots On Breast And White Spots On Leg

Hello Doctor, I have permanent pimple like red spots on my left breast (on my aerola and on my white skin) and also on my left thigh. Over the summer, my leg rash got a lot worse. I was laying in the sun, plus we had no air condition. The heat really aggravated the places on my leg. They became itchy and rose up into bumps. Now that the sweat and heat has stopped and I am keeping it well conditioned with a good lotion, the bumps have went back down to barely noticeable red spots, but nevertheless, they are still there. This has been going on for the past 8 years atleast. The bumps are always in the same spots. Also, while I was laying in the sun and I had a topical ointment, biatracin on my left leg trying to treat the red bumps, I ended up getting multiple while spots on my leg as a result of being in the sun with an antibiotic on my leg. How do I get rid of these white spots? They are still there. And what are the pimple like spots on my breast and leg? And how should I treat it? I am negative for herpes 2. And the only time my leg itches is when I don't use enough lotion or the heat aggravates it. Thank you.
I am a 38 year old female in excellent health. I breastfed all 3 of my children. I am 5'5" and 115 pounds.
