Unable To Fix Broken Left Clavicle Due To MVA Because Of Risk Of Intubation. Any Less Invasive Procedure Available?

Due to an MVA I have a broken left clavicle which protruded upward on my shoulder. The skin is still intact but very thin. Also have fx to cervical c2 anc c3. Doc says cannot fix shoulder due to risk of intubation. Is there a less invasive procedure that would not put me at such a high risk?
