What Are The Causes For A Sticky Penis?

Hi my name is Jake and I have two questions. One is that every time I get out of the shower and dry off my penis it is a bit sticky. Why is this and how do I avoid it. Secondly Ionce shaved against the hairs near my genitals and now there are red bumps with hairs. Before going to see a dermatologist I would like your opinion on what to do to stop this. I am 15 by the way. Thank you.
