What Are The Itchy Bumps On My Elbow?

Hello, around 1-3 months ago, I started to get a free bumps on my elbow. At first I thought nothing of them but mere heat bumps. But as the days went by I started scratch and pick at them and they opened up and bled slightly. Now my elbow is scattered with them and they are starting to go to the other side. I am being to believe that they could be skin disease eczema. But the pictures that i have seen look nothing like whats on my arm. I am 17 and I dont want to wait any longer til im 18 to act on my own. and with the slow actions of my parents i am in a bit of a bind.
