What Are The Red Rashes At The Base Of My Penis?

hi i am a 26 year old male never had problems there before just over a week ago the base of my penis was very sore and noticed a few bumps at first i thought they were just spots as suffer acne but when tried popping them it did nothing over the past week it has got more sore and has formed into what seems like a raised red rash bout 2cm in size i have tried several creams which dont seem to have worked but seems to get worse when wear tight boxers so recently exchanged for loose clothing have tried diprobase,sudocreme,cetraban what could this be?
