What Are The Signs Of Having Dermatitis?

I have some sort of skin thing on my forearm, underneath. It looks like a group of pustules. They itch and drain fluid if scratched. Left arm is worse. There is an area on my left knee as well, but it is not grouped together like my forearm. Maybe a dermatitis?
