What Are The White Circles With Red Dot On My Arms?

White circles have started to appear on my fore arms and upper arms, they appear under the skin surface and only come up now and again. They are not raised like spots but simply white patches the size of a pea or smaller some of them have a red dot in the centre. They are not sore but i have also been increasingly tired lately and now have excessive sweaty palms 24/7. I'm not sure if any of these are related please help.
