What Cases Cold Penis With Tingling And Stinging Before And After Urination?

im a 39 year old guy,i have been to my local gp ,with what i thought was a urinary tract infection,the penis area,was getting cold all the time,,in the past month,their is tingling at the tip it has been stinging before urination and after,or ejaculation,the foreskin will not stay retracted as before,it is very uncomfortable to wear underwear sometimes,i have been on clorom tablets,tarivid,a urine sample showed nothing wrong,it just seems lifeless with know strength in it,small like that of a child ,as apposed to being firm as before
