What Cause Red,itchy And Circular Rash On The Penis?

I am a 17 year old male and have never had sex. However, I do masterbate. About 3 months ago I noticed a red, itchy almost circular rash on the right side of my penis just uderneath the head. Now it is no longer itchy, but it is still red and the skin is dry and sometimes peels. What is this?
