What Causes A Cluster Of Scaly Skin On The Scrotum?

Hello, I been concerned about an issue I had about 5 years ago, I only recall so much but on my scrotum I had a cluster of scaly skin...best I can describe is like fish scales....it was jagged looking. I have been looking online and I cannot seem to figure out what it was. I am concerned it was penile warts. It went away on its own (possibly one - two months.) Any thoughs?
