What Causes A Growth Of An Extra Tissue On The Labia Minora?

Hello. I am going to a doctor again to ask but I have a very small piece of what appears to be extra tissue on my right side of my labia minora. It is a very small amount, like a third of the size of the top of a pencil's eraser. It has always been there to my knowledge, but over the last few years will every once in a while get irritated/turn red and almost take on a bulbous appearance. It doesn't appear to be a pimple or bump.. more like that particular area just got irritated. but it is sensitive to the touch. my prior doctor took a look at the extra skin... it wasnt irritated at that time and said it didn't appear to be an issue as long as it didnt appear recently. ive never been able to have a doctor see it when it is irritated though. i cant find any forums that address what this could be. its such a tiny extra piece of skin, and I'm just confused why only that area would get irritated.
