What Causes Attachment Of The Foreskin To The Head Of The Penis?

hey doc, i have a question about my penis. A serious one. For some reason, the foreskin is still attached to the head of my penis and i need answers. i m not an adult but a teenager. at the age of 15. I need help doc. Its been like that for my whole life. as i been searching for answers online, i ve seen an article of a penis with phimosis. I can retract it far enough past the head. But other than that, i don t know what is wrong with me.
