What Causes Brown Scar On The Face?

I have a small scar that was light brown and raised and after a cortisone injection it is dark brown and starting to atrophy. I did try a bleaching cream before cortisone shot that had 5% hydroquinone. Could the cream have caused the darker pigmentation?
