What Causes Bruising And Bright Ring Around The Ankle?

My 23 yr old nephew has bruising and a bright red ring around his ankle..no pain..but it has been there for 6 months. What could this possibly be? He is in good health, about 5' 10" tall, 200 lbs. He may occasionally take pain mess for a back injury incurred in a car wreck.
