What Causes Constant Pain In The Back After The Fusion Of Lower Back?

My mother had fusion done to her lower back a year and a half ago, the fusion still hasn't takin to her spine. She is in constant pain and is on the morphine patch. She has never done drugs to my knowledge and also she swears to it. My bother wants her to try marijuana and says it will take the pain away, all of it will be gone. Is this true and will it work?
