What Causes Dime Sized Round Red Mark On The Front Of The Lower Leg?

I have a dime sized, round red mark on the front of my lower leg. At first I thought it was a mosquito bite but then it looked like it might be a pimple. I got this about 2 weeks ago and it progressed to what is the red circle now. It also looks like the outer edge is darker red marked by several tiny red bumps.
