What Causes Dry Red Patches Of Skin Over Shoulders?

Hello there I have dry red circular patches of skin over my shoulders, arms and legs.. I have tried hydrocortise, daktorat, fuicdin cream and eumovate ointment and i wash in deramol none of these treatments have halped. Can you please advise something?
