What Causes Fluid Filled Blisters On The Penis?

I gave my boyfriend oral a couple days ago. Yesterday his penis burned while urinating. Today it went away but he got 4 little clear fluid blisters on his penis head which hurt a little. We both lost our virginity to each other and in the past 2 years we never experienced this before. What could it be?
