What Causes Hard Lumps In Lower Legs?

I have hard lumps on my lower legs that are not going away. I first got these 12 years ago and had only 3 and they opened up after I had a partial hysterectomy. My doctor said I must have cut myself shaving, but I know I did not. It took forever for these to heal. Through out the years I am getting more, some are small and some are larger. My dr. sent me to a derm. to have a biopsy done. She said she was not clear on what they were and gave me numerous different things. ONe of the things she said might be EN. But after looking at the symptoms of EN it looks like these all go away in time. Mine never do, it is like the fat under my skin goes to a hard lump, and stays like that. They took me off my hormones thinking it might be that, but that did not help. I had another partial hysterectomy done and they all opened up again. Again it took forever to heal. It now seems like I have hundreds of them and they are even starting to form below my ankle bone now on my foot. Any ideas, my regular dr. told me it is just a skin condition that I will have to live with. I do not believe this, their must be something that can be done.
