What Causes Head Electric Sensations With High BP?

I have this electrical sensation from the back of my neck going up to my head and felt hot but no headache but I felt irritable, my BP went as high as 190/120 when it happened. The last time this happened to me was last year and was checked in ICU due to facial disfiguration but when it happened it was with headache then and my BP was 150/100. Does this mean I may have another episode? Do I need to have an MRI again?
