What Causes Itchy Bumps On The Penis And How To Treat Them?

I have tested positive for Genital HSV1 (In October 2011), although I haven't had any visible sores... although I did experience urethritis that didn't respond to antibiotics at the time (indicating a possible HSV outbreak?). Before this I had had an HPV wart frozen off (In August 2011). Since then I have been examining my penis and have found little, barely visible bumps (on the region of the circumcision scar). Two GPs said it was nothing, but I knew they weren't there before I had issues with HSV1/HPV. All of the tiny bumps are flesh coloured, and when I pull the skin I can see them and feel them as I run my fingers along the skin.Lately my penis has been feeling itchy and tingly, and I have been checking the bumps several times a day. It seems as though there are more (in different places), but it's hard to tell if it is that or if I am just getting better at identifying them. Any thoughts as to whether this could be a complication associated with HSV or they might possibly be small itchy HPV warts? I'd really like to get rid of them.
