What Causes Patch Of Itchy, Dry Skin On Waistline?

Hi, recently a patch of dry skin has been developing at my waistline. It is just one patch and it is itchy and extremely dry. I haven't had this problem before--I am 19. I am worried simply because a scab has developed nearby, as you can see in the picture.
