What Causes Rash After Shaving Testicles?

I've developed a rash after shaving my testicles with a new electric groomer. One dermatologist told me it was eczema. An immunologist told me its contact dermatitis. I just think its a rash and since the hair on the testicle is growing its causing pink rashes. Can you help me verify what's going on?
