What Causes Rash With Cluster Of Dots On Chin?

I've got a sort of rash under my chin, flat pin prick dots in a cluster. It doesn't appear anywhere else on my body and it does not itch or hurt, its just there. The weird thing is I've had it before, a month or so ago around my menstrual cycle, it faded after four days but its back again, around the same time
